Meet the Staff

Our staff consists of licensed Physical Therapists and licensed Physical Therapist Assistants. Nearly all of our staff has additional professional credentials and extensive community involvement. We believe in being strong community supporters and good neighbors.

Dr. L Howard Quackenbush, PT, DPT, ATC, CSCS

Dr. L. Howard Quackenbush II P.T., D.P.T., ATC, CSCS is the owner and director of Delta Physical Therapy and Sports Medicine. He loves the rural area and has the opportunity to be closely involved with his patient’s both in the clinic and the community.

Howard was raised in Payson, Utah and is the oldest of 9 children. He attended Payson High School and later Brigham Young University. He originally thought Mechanical Engineering was his path in life until the first classes in this major when he quickly found this was not his peer group. Shortly after this, he suffered a knee injury and underwent surgery and rehabilitation prior to his LDS Mission to Venezuela.

Upon returning from Venezuela, he re-injured his knee and again underwent surgery and Physical Therapy and found that he was fascinated by the body’s ability to heal and regain function. His Physical Therapist was instrumental in guiding him forward into this career path.

He graduated from BYU in Athletic Training. While in this program, he was able to be the lead student trainer and the President of the Student Athletic Training Association for BYU and the District Association. He provided care for Division I Football, Basketball, Tennis and Track and Field. He successfully passed the National Athletic Training Examination on the first try and was awarded the Athletic Training Certification (ATC)

After BYU, he was accepted at Washington University School of Medicine’s Program in Physical Therapy for a Master’s Degree. During this education, Howard had opportunities to gain additional education in Sports Medicine with Professional Baseball and The National Hansen’s Disease Center in Carville, LA (Leprosy and Diabetes). He successfully completed this program and passed the exams and Licensure in 1994.

He began working for Intermountain Healthcare in Delta as a staff Physical Therapist in December 1994. Where he was able to grow and develop in the profession.
In 1996, Howard completed and passed the exams for the Certified Strength and Conditioning Specialist (CSCS)

In 1999, he had the opportunity to buy the clinical program from IHC and privatize the care. This was formalized and Delta Physical Therapy and Sports Medicine PC was opened in 2000.

In 2002, Howard was invited to use his Physical Therapy and Athletic Training skills in the Salt Lake City Winter Games (Test Games and Olympics) by working with the Figure Skating and Short Track Speed Skating events.

During this time, Physical Therapy advanced to a Doctorate level profession. He knew he would practice for many more years and elected to go through a Transitional Doctorate in Physical Therapy through Rocky Mountain University of Health Professions. He graduated with his tDPT in August 2004.

Howard is married to his sweetheart Tonya Bunker and they have an active and growing family.

Dr. Randy Stinson, PT, DPT

Randy was raised with a Father in the Air Force and spent much of his youth living in Western Europe. He Graduated high school from Layton High and served a mission for the LDS church in the Netherlands. After he got home, he married and went to BYU where he got his bachelor’s degree in exercise science and his first child was born. After BYU he went on to obtain his doctoral degree in physical therapy from Washington University in St. Louis where his second child was born. After Graduating from PT school Randy moved to Delta and has enjoyed working and living in this community since 2010. He has had two more children here in Delta and helps serve the community as a member of the local sheriff’s posse/search and rescue.

Jamie Christensen, PTA

Jamie graduated from Delta High School in 2000. She attended Utah Valley State College prior to getting her Physical Therapist Assistant degree from Salt Lake Community College in 2004. She began working for Delta Physical Therapy following graduation in 2004.

Erin Sorenson, PTA

Erin graduated from Juab High School in 2004. She received her Physical Therapist Assistant degree from Provo College in 2009. She began working for Delta Physical Therapy in 2009.

Heather Rasmussen, PTA

Heather graduated from Cottonwood High School in 2000. She received her Physical Therapist Assistant degree from Salt Lake Community College in 2003. She practiced in the St George area before joining Fillmore Physical Therapy in 2008.

Stephanie Eliason, PTA

Stephanie graduated from Juab High School in 2006. She attended Salt Lake Community College where she graduated with a Physical Therapist Assistant degree in 2010. She joined Delta Physical Therapy in 2013.

Dr. Scott Allen, PT, DPT

Dr. Scott Allen was born in Fillmore, UT and raised a short distance away in Flowell, UT. He graduated from Millard High School in 1999. After graduation, he served a two year LDS mission in Charlotte, NC. Following his mission, Scott received a Bachelor’s degree in Kinesiology from San Diego State University, and completed a Doctorate of Physical Therapy degree from Touro University in Nevada.

He enjoys hunting, fishing, athletics, and spending time with his family. He is married to Jessie Allen and together they have three young children.

Scott specializes in vestibular and balance therapy, manual therapy techniques, and outpatient orthopedics.

Jamie Ipson, PTA

Jamie was raised in Oak City, Utah and graduated from Delta High School in 2011. She attended Southern Utah University prior to receiving her Physical Therapist Assistant degree from Dixie State University in 2016. She practiced in Cedar City before joining Delta/Fillmore Physical Therapy in 2017.

Kati Stephenson, PTA

Kati grew up in Orem, Utah and graduated from Mountain View High School in 2005. She continued her education at Provo College where she received a Physical Therapist Assistant degree in 2015. She enjoys reading, water skiing, and the outdoors. She joined Delta/Fillmore Physical Therapy in 2016.

Front Office Staff

Darlene Webb

joined our team in 2007 and is our office manager.

Joy Partridge

has been a receptionist and billing specialist in our Delta clinic since 2012.

Carrie Ross

is the Fillmore clinic receptionist and billing coordinator, she joined our team in 2012.
